High intelligence? get a passive chance to score a critical hit in melee. High agility? You could pick a perk allowing you to harvest higher quality alchemical reagents (your nimble fingers allowing you to harvest more delicate cuts of plants and animals), or improve your casting speed as your fingers trace the motions for spells all the better. Have a high strength? You could pick a perk that passively increased your carrying weight by 10%, or reduce swing time with all weapons. That being said, I think Bethesda could use the perk system for attributes, adding perk trees that are leveled up separately of skills. Skyrim removed attributes like strength and intelligence, and weird as it felt I kind of understood why.
